台灣上一波自殺死亡率高峰發生在 2006 年，自殺粗死亡率每 10 萬人口 19.3人。相較自殺開始名列十大死因的 1997 年，10 年間增加超過 90%。其後呈現下降趨勢。自殺於 2010 年退出台灣民眾十大死因之外。而台灣也自 2011 年由世界衛生組織定義高自殺死亡率國家進入中度之列。然而自 2014 年起趨勢反轉，台灣自殺粗死亡率以每年約 3%幅度連續三年緩步上升，雖 2019 年與 2018 年相較，自殺死亡率穩定持平，但新的挑戰已然降臨。本次報告旨在回顧全國自殺防治中心計畫發展沿革，2006 年自殺死亡率高峰相關因素，以及從上一波高峰的慘痛經驗展望未來防治工作面向。展望未來，需要全民參與，需要跨專業跨部會整合，防治工作視野，需要從心理衛生角度，提升到公共衛生以及社會安全的高度。
The last surge of the suicide mortality rate in Taiwan occurred in 2006, with a crude suicide death rate of 19.3 per 100,000. Beginning in 1997, when suicide first became one of the top ten causes of death in the country, the rate increased by more than 90% in 10 years. Afterward, it showed a downward trend. In 2010, suicide was out of the top ten causes of death in Taiwan. Taiwan had also entered the moderate list of countries with a high suicide mortality rate as defined by the World Health Organization in 2011. However, since 2014, the trend has reversed again. The crude suicide death rate in Taiwan rose slowly at an annual rate of about 3% for three consecutive years. Although the suicide death rate remained stable in 2019 compared with 2018, new challenges came up. This report aims to review the factors related to the 2006 suicide mortality surge, the National Suicide Prevention Center's development history, and future countermeasures based on reflecting on the last tragic mortality surge. Suicide prevention requires everybody's participation and cross-professional and crossministerial cooperation. The vision needs to expand from mental health to the public health and social security.
